This condition is caused by minerals (iron, magnesium and manganese) from a reaction to metal water lines by water and chlorine in the distribution system, or naturally occurring in the well water, causing a rusty residue to settle on the bottom of the water mains throughout the system. When the flow of water is suddenly increased due to the use of a fire hydrant during fire-fighting activities, a broken water main, or the illegal and unauthorized operation of a fire hydrant it can become unsettled and mix in with the water.
